Instructions:
1. In a small bowl, mix together the soy sauce, cornstarch, sugar, and beef broth. Set aside.
2. Heat oil in a large skillet or wok over medium-high heat. Add the beef slices and cook until browned on all sides. Remove from the skillet and set aside.
3. In the same skillet, add a little more oil if needed. Add the garlic and sauté for about a minute until fragrant.
4. Add the onion and bell pepper slices to the skillet and stir fry for about 3-4 minutes until slightly softened.
5. Add the shredded cabbage to the skillet and continue to stir fry for another 5-6 minutes until the cabbage is tender but still slightly crispy.
6. Return the cooked beef slices back to the skillet and pour in the soy sauce mixture. Stir everything together until well combined and heated through.
7. Season with salt and pepper to taste.
8. Serve hot with rice or noodles.
