Two men have been charged in the fatal shooting of a 21-year-old woman outside Vaughan Mills mall on Tuesday, York police say. Courtney Ashton Brooks, 23, is facing one count of first-degree murder, police said in a news release Wednesday morning. Donte Morris Taylor, 22, was charged with accessory after the fact to murder.
